The Upper Midwest Community Policing Institute (UMCPI), a Minnesota non-profit organization, is comprised of experienced law enforcement and private sector professionals with a comprehensive understanding of law enforcement agencies’ organizational structure, culture, demands, and governmental and public responsibilities.  Our main goal is to enhance the effectiveness of law enforcement agencies by providing them with the knowledge and best practices necessary to achieve their goals.

UMCPI offers uniquely designed programs for policing agencies facing the challenges of managing and leading in today’s rapidly changing policing environments.  With our custom approaches and techniques we build leadership capacity, foster team development, and support positive change. We focus on issues of particular importance to our clients and provide programs that enable participants to discover, learn and grow in their effectiveness.
